Issue about agriculture, rural areas and farmers and change in township government functions

Township government is administration at grass-roots level in China, and directly contacts farmers in rural areas, so it is the most experienced in the issue about agriculture, rural areas and farmers. Therefore, township government can play an important role in solving the issue about agriculture, rural areas and farmers. However, the confusion of township government functions in China impedes the township government playing its role. Accordingly, it is proposed that the change in township government functions should be promoted by means of re-allocation of the power of township government, cancel and merge of towns, and simplifying the administrative structure.
