Abstract
Data center service is a kind of network concept and IT service model which is generated with the development of Internet. Though telecom operators have the advantages of operating the huge network,its decentralized business operation mode and the business management has been proved to be the obstacle. The mechanism crux is explored in the data center service,and through constructing a model of analyzing the efficiencies of telecom operators' inner parts,it is found that taking the price subsidy strategy to obtain the usage right of resources can help telecom operators to efficiently operate data center services. Then the paper makes an evidencebased analysis and gives some suggestions to telecom operators.
