Abstract
Aiming at increasingly serious road traffic situation in China, based on the characteristics of urban road traffic safety, and start with the occurrence mechanism of traffic accident, the macro regularity of road traffic accident is analyzed and studied. From the view of safety system engineering, unsafe human behavior and unsafe state of object in road traffic system could be eliminated by formulating scientific and rational urban road traffic safety management plan, perfecting urban traffic accident emergency rescue system, reinforcing traffic participants' safety awareness and comprehensively coordinating the relationship among roads, traffic flow and road administrators. A clear view of current situation and development trend in future are described. Planning the long-term, while making decision at present would realize the prevention first instead of taking remedial measures after the accident occurred. This study could provide some guidance and practical value in raising the overall level of traffic safety management.
