Analysis on effect of reform of collective forest tenure system in Hunan Province

In this paper,the effect on reform of collective forest tenure in Hunan Province were reviewed: the affirmation of forest ownership was finished and forest tenure certificate was issued,the right to use collective forest land was clarified,the coordinated reform was promoted,such as forest tenure management system,forestry financial service system,forestry cooperation organizations,economy with non-wood forest products and forestry administrative system innovation.Forest farmers benefited from reform of collective forest tenure,forest resource protection was strengthened thereby,and government' s duty was transformed accordingly. However,there were still difficulties and problems,such as problems of ownership defining were unsolved,development of cooperation organizations lagged behind,forestry economic and ecological benefits were difficult to be harmony,financial service system was far from completion,and condition of forestry production was still poor. Finally,the countermeasures for improving the collective forest tenure reform were put forward,for instance,defining forest tenure system,improving forest tenure exchange system,innovating forestry management system,developing non-wood forest product economy,optimizing management environment.
