On the Balance of Criminal Value and Personality Criminal Law

Abstract
The essence of nomocracy is the management of good law.The value of law is the main criterion to evaluate good law.The basic value of criminal law includes justice,freedom and order.The criminal value should establish a concept of biological balance of value.Three elements of basic value of criminal law not only exist in biological system of value,in the meantime,form an matching and according relationship.The personality criminal law is an doctrine which attains the biological balance of criminal value,because it is based on the theories of responsibility of personality and person illegitimacy,takes justice,freedom and order into system of criminal value simultaneously and makes them forming an according relationship of depending and ensuring each other.
