Urban Disaster Emergency Response Management System is a sophisticated project. The paper discusses the importance and the function of GIS in Urban Disaster Emergency Response Management System from the general characteristics, processing contents and Functional Requirements of four Stages of the Emergency management. The author believes that with the development of the GIS, which has characteristics of powerful functions, simplified Operation and visualized interfaces, the Urban Disaster Emergency Response Management System will be more Multidimensional and more real-time. The technology of GIS will provide more High-level's Decision Support Services to Urban Disaster Emergency Response Management.
