Try Analysing the Feasibility of Procedural Sanction in the Administrative Conduction

The Administrative License Law of the People's Republic of China, which will be carried out on July 1, 2004, has many initiative articles. The article 78 and 79 of this law set up sanction articles when they stimulate the liability of the party who are opposite to the administrative organs in administrative legal relation. These two articles bring about a new breakthrough for present procedural violation of law while substantial sanction. The introduction of sanction will perfect the system of administrative conduct's liability, protect the party's legitimate rights and benefits, and make great contribution to construct the government ruled by law by making its power and liability more distinct.
