In the early period of the founding of the royal government while facing the economic decay and the sharp decrease of population, the rulers of Han dynasty issued and carried out the population increasing policy, thus promoted the rapid increase of population. But with the aggravation of land annex and the increase of population, the contradiction of large population over a small area got sharp with every passing day, which resulted in surplus of population, arise of refugees in the middle and late period of Han dynasty.
