Abstract

Service-oriented government is a citizen-centered government with limited functions and effective administrative actions,a government by law,a government with responsibility and democratic participation.This thesis expounds how to comprehend the concept and the reasons of and how to promote constructing a service-oriented government,with the hope that it will benefit future researches in the field.
