Overview on New Agricultural Economy

This paper revealed historical process and drawbacks of traditional agricultural economy by analyszing its status,its form and characteristics.For developing new agricultural economy,concept about aspects of agriculture should be re-positioned by correcting three major errors in pursuit of four simultaneous development.The three major errors are: too much emphasis on GDP growth while neglecting status of agricultural and economic development;too much emphasis on leading role of development of urban area over that of rural areas,while neglecting simultaneous development of urban economy and rural economy;too much emphasis on improving ratio of urban population in urbanization while ignoring carrying capacity of cities,seeking simultaneous development of : urban area and rural area;vocational education and scientific and technological innovation;resource development and environmental protection;cultural construction and legal system.Based on above,a new agricultural economic development model will be established,which includes a strategic objective, the major development plans, four major operating mechanism,five major support system,six major institutional innovation system. Thea strategic objectiveis people-oriented in promoting scientific development of agriculture,farmers,and rural areas,to speed up implementation of well-off rural society.The three major development plans is long-term prospective plan to guide agriculture,farmers and townships to develop by shunting,transferring,and reducing burden.The four mechanismsare : an agricultural investment mechanism,a market mechanism in agriculture,an agricultural security mechanisms,and an agricultural regulatory mechanism.The five support are,a government-leading system,a financial support system,a science and technology education support system,a social three guarantees matching system,and matching system by rule of law.The six major institutional innovation are,the innovation of rural land system,a system innovation of agricultural operations,a rural financial system innovation,a system innovation in rural science and technology,a system innovation of agricultural human resources,and an innovative security system in rural areas.
