Abstract
The construction of harmonious society is the core request of the economic development of our country in the new century.Government functions and their running are the decisive elements in the implement of scientific outlook on development and the construction of harmonious society.The key of the shift of government functions is to turn the government functions of economic management into the serving of market and the creation of nice developmental environment.
