Abstract
The emergence of the strict liability of Anglo-American criminal law broke the traditional criminal principle of non reu nisi mens sit rea.The strict liability only applicable of the crimes whose interests of which the criminal law intends to safeguard are special,and whose mens rea are difficult to prove.Rigorous duty of care manifested in substance and strict burden of proof is displayed in procedure.
