The Study on the Protection of Agricultural Land External Benefit

The purpose of this study is to discuss the cause of agricultural land protection and its policy shortcomings,in order to seek for ways of improvement.Methods of ratiocination and logical analysis were employed.The results demonstrate that the policy failure of agricultural land protection lies in the pursuit of external benefit and lack of fair compensation and incentive.The possible solution is to set up external benefit property right of the farmers,for which the State has to pay as compensation.The definition and protection of agricultural land external benefit property right are possible solutions to improve rural land protection policy.
