Rural Land External Benefit Internalization and Rural-urban Land Conversion Control

Rural land's economic value is low but its external benefit is remarkable.The discrepancy between individual decision of rural-(urban) land conversion without considering external benefit and social decision considering external benefit is an important basis for rural land protection implementation,and its policy failure partly lies in farmers,lacking interest in protecting rural land to provide its external benefit because of no pay.Government policies should be adopted,and rural land's external benefit should be internalized to enhance rural land's benefit.Corresponding measures can be taken such as giving farmers more decision making rights,appraising rural land's benefit comprehensively,setting up the external benefit property right to farmers,and paying them compensations,and making the protective areas develop more fairly.
