The Basic Requirements of Governmental Innovation for Creating a Harmonious Society

The author believes that governmental innovation means the innovations on administering and servicing by government,which include the option of long-term strategies,the orientation of function and objective,the establishment of policies and strategies,the design of organizational structure,the setting of operational processes,the constructing of favorable mechanisms,the evaluation of performance appraisals and the using of newly-emerged technologies.The article carries out the expatiation through the relationship between the construction of harmonious society and the innovation of government,which at least demands to consciously understand and correctly grasp the following aspects as a reform of government innovation: establishing reasonable public policies as fundamental standards for government to manage and supervise the society;insisting on the principle that unification of human oriented and social service.
