Abstract

To build a creative and service-oriented city not only means transition into an international cosmopolitan but also conforms to the requirement of green and low-carbon development strategy.Cities in China should accelerate their transition to be more creative and service-oriented upon the guideline of Scientific Outlook on Development.During the process,a comprehensive evaluation system should also be established.Such a system mainly includes indexes in personnel training,science and technology,infrastructure,culture,economic pattern,government administration and expansion.Moreover,we have selected 54 major cities in China to conduct a comparative study in line with the above-mentioned indexes.Based on this,a set of international standards should be established for domestic cities to follow.With the combination of economic progress and transition strategy,cities are encouraged to develop innovative and service-oriented economy and to form modern industrial patterns in order to improve Chinese cities’ competitiveness in the international arena.
