Abstract
The innovation of high-tech industry is the driving force and source of economic development. It's essential to improve industrial productivity. Based on DEA-Malmquist index analysis method,the article analyses the total factor productivity and its change of high-tech industry in china from 2009 to 2013. The overall productivity of hightech industries is increasing,but show a trend of fluctuations. From the regional level,the industrial total factor productivity as a whole in the western region upgrade the fastest; the central region is the second; and the rise in eastern region is the least. From the industry level,the resource allocation efficiency of high-tech industry shows a trend of upgrade. The phenomenon that the DEA-Malmquist index of medical equipment and instrumentation equipment manufacturing is less than the average shows that the overall speed to the resource allocation of the industry enhance slowly. No matter from which point of view,the main cause of resulting in the growth of China's high-tech industries efficiency is from the technological advances rather than technological efficiency. So it 's needed to enhance the level of high-tech industry 's independent innovation,to learn the advanced management experience,break the regional restrictions,to optimize resources allocation and to promote firm size optimal.
