Abstract
Political civilization has two core values: order and liberty.From the viewpoint of value,the distinction of tradition and modernity,the two different development stages of political civilization,is needed.In the period of tradition,running after order was the core value of state,which was the political subject.However,in the modernity,it has changed to seek for freedom and the subject has transferred to individuals.As for the modernity of political civilization,the pursuit of order and liberty is not restricting or checking absolutely.But only when interactions and tensions between the two go properly,can they be targets that human beings long for.
