3 controls is an important content of supervision,in which,project cost control is the core guiding its quality and progress.In practice,project cost control is to meet project quality standards under the premise of the investment decision-making,design,project contracting and implementation phase,the occurrence of project cost control within the approved limit at any time to correct the error occurred in order to ensure project management goals,and strive to project construction in the rational use of human,material and financial resources to obtain better investment returns and social benefits.In a market economy conditions,the implementation of the whole process of project supervision is an effective way.
