Abstract

This paper explains,that innovative city construction needs innovative talents.The status and effect of the innovative talents are embodied in three main parts of talents.Training and using the innovative talents should be realized by the talents management project(work),and these two aspects should combine with city's own characters and facts of Dalian.The author puts forward that based on the management and education of innovative talents,the innovative talents would play an important role in our society.
