This paper maintains that it is necessary to build up and perfect the moral system that accords with the demands of development of modern society, to carry forward the advanced culture, to work out corresponding laws and regulations concerned, and to continue developing the information technology. It argues that these are the effective measures which can be used to overcome the problems.
