Abstract
It is imperative to professionalize the staff of counselors in Higher Vocational Colleges,since more of them are either transferred from other posts or not specialized.This paper proposes four phases to achieve the goal,starting from non-specialization and quasi-professionalization,then going through quasi-specialization and quasi-professionalization,and quasi-specialization and professionalization,finally realizing full specialization and professionalization.
