Abstract

After the sub-prime crisis,financial consumer protection draws more attention than ever;more regulatory resources which represent the public interest are devoted to the protection of financial consumers.From the legal perspective,the purpose of the financial consumer protection regulation is to protect the rights of consumers, while the maximization of consumer utility is the economic standard to judge whether the regulation works.Tlirough analyzing the rights of consumers and consumer utility,this paper discusses the maximization behavior of regulators, and derives the relationship between financial regulation and financial development,consumer preference and financial prudential regulation.
