Abstract

Teacher evaluation system includes rewards and penalties evaluation in assessing teachers' qualifications and abilities,and development evaluation for improving teachers' professional levels,development and teaching qualities.Modern teacher evaluation shall combine the two and mainly rely on the development evaluation system.A comprehensive and overall evaluation concerning teacher's total performance and actual effects shall be conducted for a promoted development of both teachers and school education.
