Abstract
The purpose of the paper is to study preparation and the implementation of land use plan based on the two key goals:protecting resources and guaranteeing development.Method of comprehensive analysis and documentation were employed.The results indicate:(1)the multi-objective sequence of land use planning should be set in accordance with local conditions,and the different goal sequences in different regions shall be allowed;(2)there is a restriction relationship between planning thought,and method as well as the planning goal and the former is limited by the latter; (3)the authenticity of the base data of the planning is the key for scientific planning and shall be coordinated with the data of the second national land survey.
