Abstract
The key of industrial cluster competitiveness is competive edge,which can summrize the three attributes of industrial cluster,namely,factors,structure and competence.Industrial cluster competitiveness is a kind of self-organizational force,bonding force,and cooperation force.As the policy maker and implementer of industrial cluster development,government plays an important role in improving industrial cluster competitiveness.
