Abstract
From the perspective of the law system for electric power industry this paper argues for the electric power system's reform, at the same time the direction of electric power system reform is also taken into consideration. It is necessary to affirm the electricity as a special commodity and distributing the electricity perfectly has a huge significance to the reform of electric power system.
