Abstract
As China is a developing country with a large rural population,the foundation position and function of agriculture are more important than any other country.The objectives of building well-off society in all-round way have been proposed at the16th Party Congress,whether they can be realized depends on the development of rural area.Based on analyzing the cur-rent situation of farmers'income and the difficulties in Chinese agriculture development such as coexistence between natural risk and market risk,the paper puts forward the conclusion that increasing the income of farmers is an important task of building well-off society in all-round way.
