Abstract

The 16th National Congress of the CPC pointed out building a well-off society in an all-round way in 2020. But the farmer's low income has become the obstacles in building a well-off society in an all-round way. There are surface reasons as well as deep reasons in system. In order to build a well-off society in an all-round way, we should try hard to increase farmer's income by liberalizing farmers, reducing thenumbers of farmers,investing in farmers and educating farmers.
