Civil charity activities in Qing dynasty can be divided into personal assistance, religion help, and the aid from civil charity organizations. In addition, the motivation, scope, and condition of these three types of aid are different. As a component of social assistance system of Qing dynasty, it complements the incompetence of social assistance of Qing government. Comparing with social assistance of Qing government, it possesses the characteristics of consanguinity, geography and friendship, and these characteristics would act on the preference order of choosing the assistance individual, such as: relatives and friends first, unfamiliar people and stranger later.
