Abstract
This article discusses the IP over optical networks survivability characteristic under high-intensity EMP.Basing on peer model,it proposes a mechanism which utilizes a mutual exclusion technique to manage multiple simultaneous recovery attempts for the peer network model of the IP-over-optical network.An optimized performance has been acquired based on this survivability strategy.
