Abstract

Public goods,including sheer public goods,and quasi-public goods,are without competition or exclusion or both.So the market aiming at profits can not supply them effectively.The government should be responsible for public goods,but there are many problems such as its low efficiency,high cost and bad service.The third sector can produce some of them,but limitation still exists.So it is advisable to allow the market and the third sector to play roles in supplying public goods to meet public demands,on the basis of the government's dominance and public interest.
