In china, the power of judicial organization is strictly restricted by legislature, and the same time, we are used to persuing administrative remedy or other nongovernmental. However, it is a premise of constitality that administrative government owns legal power and admirable authority. So, it is necessary and imperative to raise constitralism status of judicial government, and to enlarge judicial power.
