Study on Development Strategy of Low-carbon Economy in Heilongjiang Province

Low-carbon economy is based on low-power consumption and low pollution,which is increasingly drawn worldwide attention.Heilongjiang Province is an important old industrial base and major grain-producing area,the development of low-carbon economy is of great significance in Heilongjiang Province.This paper analyzes the strengths,weaknesses,opportunities and threats of developing low-carbon economy in Heilongjiang Province,and proposes the development strategy of low-carbon economy in Heilongjiang Province:gradually carrying out WT-WO-ST-SO strategy.
