SWOT analysis of new rural medical cooperative system payment reform in county hospitals in Fujian Province

Objective To learn about the position of county-level hospitals in new rural medical cooperative system payment reform.Methods Analyzed the cases of new rural medical cooperative system payment reform in county hospitals by SWOT methods.Results Advantage: as the link of urban and rural county and the leader of rural three-level health service network,country hospitals had a good mass base and services prices was lower.Disadvantage: medical staffs lack of motivation,lack of medical technician,backward in hospitals’ management system and the mass confidence degree was lower.Opportunity: new rural medical cooperative system covered widely,our government support it,use for reference from other cities and studied flexible model of new rural medical cooperative compensate plan.Threaten: experimental medical institution were less,as well disease varieties,covering square were low,patients went out of the county and information system should be improved.Conclusions county-level health care institutions should seize the opportunity when they face all kinds of development strategies,play their advantage.Strengthen self-construction through all kinds of policy support.Explore the specific reform way which suit local situation,combine with new rural cooperative administrative department.
