Analysis of Financing and Compensation Mechanism in New Rural Cooperative Medical Care of Two Counties in Gansu Province

OBJECTIVE Analyzing the financing and compensation mechanism of new rural cooperative medical care of two counties,and finding its strengths and weaknesses in order to provide reference for the local policy makers. METHODS Gao lan,Yuzhong County health board and the county hospital and randomly selected township(town) hospitals as a major subject of investigation,make structural face-to-face interviews with relevant persons,inspect the relevant documents,photographs and health services recording datas,and grasp the start-up and operational situation of new rural cooperative medical care. In addition,some of the villagers were sampled to investigated on the satisfaction about this system by self-adminsistered questionnaires. All the findings were analyzed. RESULTS(1)86.0% and 90.1% peasants from Yuzhong and Gaolan have recruited in new rural cooperative medical care in 2006. (2)In the new rural cooperative medical care fund government funding proportion is varying from 50.0% to 60.0%. (3)All the fund raised from two counties were mostly used to compensate for the fundamental medical services,and other usage such as risk reduce is very rare. (4)New rural cooperative medical care has been initially established in two counties,but still not perfect. CONCLUSIONS (1)We should gradually increase government input and increase the security level.(2)The individual funding level of peasant’s needs to be raised.(3)The supervision of medical institutions should be strenghened to prevent excessive medical treatment. (4)Compensation mechanism still needs to be improved.
