Abstract
Due to the increasing working load and changing demands in land use management, there is indeed a need for the application of GIS in the local land use and management practices. This paper discusses the issues emerged in the application of GIS in local routines of land use and management. The paper bases its discussion on the development of the Pudong Land Management Information System developed by the Shanghai Silk-Road Limited Company, and focuses on the key technical issues of design ideas, function modules and key techniques. It convinces that GIS as a cutting-edge technology in the age of information era has a vast potential of being applied in many areas in which geo-referenced data are based for decision-making.
