Abstract

Township is a relatively independent unit in the organizational system of our country,and it's also a tie to link the Party and government with the mass peasants.The decisions made by the township government are directly aimed at the peasants,making it possible to link the decision makers,choosers,valuators,and beneficiaries;therefore township government is an important breach to promote scientific and democratic decision-making in our country.
