Abstract

Education fair is one of the basic starting points for national educational policies.The more share in public educational funding the period of compulsory education has,the more fair the public educational resources distribute.The compulsory education from charging to free is the premise and basis to realize the educational fair.While the policy of cost sharing from free to charging can reflect the fair of non-obligatory high education.
