Necessity of Criminal Detention's Compensating Administrative Detention

Both criminal detention and administrative detention are carried out or executed to those illegal or criminal persons by public security organs.In judicial practice,the two detentions can be used continuously,which is not conducive to the protection of human rights.The author points out that criminal detention should redeem administrative detention and it should be stipulated clearly in laws in order to better protect the parties' legitimate rights and interests.
