Constructing a world-class city cluster on Yangtze River Delta is inevitable for China in its efforts to speed up development and to participate in international competition.The space expansion for the city cluster on Yangtze River Delta is seriously restricted by Yangtze River and Hangzhou Bay.Just as people crossed Huangpu River to develop Pudong in Shanghai, for the city cluster on Yangtze River Delta, it is necessary to construct passage-ways to span Yangtze River and Hangzhou Bay, to develop the Great Pudong——the areas along the Yangtze River and the sea in Yangtze River Delta, so as to greatly expand the space of development for Great Shanghai——the world-class city cluster in Yangtze River Delta.
