Abstract
In modern national political life,as an important part of the state power structural system,administrative power′s leading place is getting more and more conspicuous.So the realization of the administrative power effectiveness becomes the important basis of the national political modernization.There are many aspects to ensure and speed the administrative power′s effective operation,and the power restriction is an important problem in China.
