At present,the expanding of administrative power is criticized by academicians for it brings a good many social questions along with the coming of a period of society-changing and the continuous developing,so it will be an unvarying task to control the administrative power and safeguard the civil rights.Though reviewing the practice of administrative power—the actual exertion of the mode for controlling administrative power,we can't find the equal purpose.The text will deeply analyze the acting mechanism and the relation of hard power with soft power,seek the balance of the administrative power and the civil rights,quickly promote and form the Trinitarian mode of the ethic-the dominant culture-the statutes for controlling administrative power.
