On perfection of governmental property right system

Governmental property,which has both the property of common property right and special property,is the property right which is owned by governments.Under the plan economy system,the property right of governments is the main or even only representative of public property right,the combination of governmental property right and the right of a country becomes the main basis and insurance of plan economy system.Economic system reform makes governmental property right change a lot,governmental property right becomes a form which only belongs to public property right,and the separation of stratum property right from different rights of property right in governmental property right emerges.However,in economic transitional period,governmental property right system has the shortcomings such as uncertain property right system and unobvious right and responsibility,as a result,socialism market economy system can be completed by rationalizing the relationship between different stratums of public ownership,especially,the relationship between public ownership and governmental property right,and by clearly defining public property right and governmental property right.
