Abstract
Incentive mechanism is an important part of human resource management. At present, the traditional personnel system in institutions of high learning has restricted its development for the lack of vigour and effect in incentive mechanism. This article will discuss theoretical base of constructing the new incentive mechanism in high institutions, summarize the existing disadvantages and put forward some relevant improving measures.
