The Impediment in Building New Government in the Late Qing Dynasty

The reform of civil service system in the Qing Dynasty between 1901-1911 was the main part of reform that the Qing government undertook to conform to the trend of the times, with a purpose to ease the political crisis of the government. However, the Qing government failed to cope with these ingrained problems actively. As a result, in spite of the fact that thousand-old service tradition was changed, it never would reach its designated goal. The reform of civil service failed to save the Qing government, nor created conditions for constructing the new government.
