Abstract
At the beginning of the 20th century,the Qing government began to implement the New Deal. In the process of the New Deal, the economic reform promoted the economic development of the northeastern region of China. But the reform has not changed the situation of the northeastern region being looted by imperialist countries,and did not save the rule of the Qing government.
