Construction and Application of Comprehensive Evaluation Index System for Municipal Sewage Treatment Plants

Abstract

For scientific operational management of municipal waste water treatment plant,to play a greater economic and environmental benefit,life cycle concept was integrated into a comprehensive evaluation of wastewater treatment plant in this article.Combining the method of deductive and inductive,the municipal sewage treatment plants comprehensive evaluation index system was constructed,which includes 5 subsystems(environmental release,resource consumption,cost,human health and technical performance) and 22 indicators,and its applied research was conducted with a case sewage treatment plant in Harbin.Life cycle concept makes the evaluated system not only highlight the effectiveness of sewage treatment plant,but also fully embody its environmental impact load.The establishment of this index system can provide a scientific basis for the development of sewage treatment plants overall environmental management policy.This study points out that,increase the sewage treatment plant integrated benefit policy measures mainly include the following aspects: First,to improve the sewage treatment plant two pollutant release leads to environmental issues;Second,to strengthen the sewage plant energy saving assessment;Third,to adhere to the people-oriented,pay attention to the harmful substances on the human health effects;Forth,to improve the sewage factory industrial market operation,and strengthening the investment and management fees;Fifth,to optimize the sewage treatment process selection and construction and operation management;Sixth,to develop and improve the city sewage treatment industry laws and regulations;Seventh,to intruduce cleaner production audit mechanism.
