Abstract
The difference in the chance of receiving higher education for rural and urban students is the most important issue of education equity.After the enrolment expansion,the number of rural students increased in colleges.But the students' structure is unbalanced,showing that the proportion of rural students in key universities reduced.This article seeks the reasons for it from the view of public policies,considering that the government must change the basic value of educational policies,develop elementary education in urban and rural areas and reform the college enrollment system to narrow the gap for rural and urban students to receive higher education.
