With the establishment of system of administrative litigation in 1982,the scope of administrative litigation of China has been expanded gradually on the whole.But the progress of the democratic politics and rule by law demands us to substantially expand the scope of administrative litigation.For this reason,it is quite necessary to draw on the successful methods of the countries with higher degree rule by law in the world and perfect the scope of administrative litigation and advance the rule by administrative law.
